The main objective of the women helpline Yojana is to provide immediate and emergency response to women affected by violence through a uniform number (linked with appropriate authorities such as police, One Stop Centre, and hospital) and to provide information about government schemes related to women across the country.
Women’s Helpline Yojana 2023
The right to live a life free from violence is a fundamental human right enshrined in Article 21 of the Indian Constitution. Violence or the threat of violence not only violates this right but also restricts women’s freedom and perpetuates power imbalances between men and women.
The United Nations’ convention on the elimination of all forms of discrimination against women has been adopted and accepted in India for over twenty years, aiming to include principles of equality between men and women within its legal system by eliminating all discriminatory laws that perpetuate gender bias.
Since then, not only has there been a change in the law to prevent violence, but a system has been established to provide rehabilitation to women affected by violence and ensure their access to a violence-free life. Therefore, it is essential to create a robust and integrated service distribution system that can reach out to women affected by violence in critical situations. That’s why this scheme has been implemented across the country.

WOMEN HELPLINE Scheme OBJECTIVES
The objectives of the scheme are as follows:
- Provide toll-free 24-hour communication services to women affected by violence seeking support and information.
- Facilitate crisis and non-crisis interventions through referrals for appropriate agencies such as police, hospitals, ambulance services, District Legal Service Authority (DLSA), Protection Officer (PO), and One Stop Centre (OSC).
- Provide the affected women with access to relevant support services, government schemes, and programs based on their specific situation within their local area, where they reside or work.
- Establish and maintain a comprehensive referral database through the helpline within the local area.
Proposal of the Women Helpline
The Women Helpline has been specially designed to support women affected by violence in both public and private spaces, including families, communities, and workplaces. It will provide support to women who are victims of physical, sexual, emotional, psychological, and economic violence, regardless of age, class, caste, education, marital status, race, culture, or geography.
Additionally, it will provide immediate and emergency services to women facing any form of violence, such as crimes related to honor, acid attacks, witch-hunting, sexual harassment, child sexual abuse, trafficking, etc.
This helpline will also specifically address cases involving marital women/women in relationships with their intimate partners, sexually exploited by sex workers and transgender people, who often face denial of treatment due to patriarchal attitudes and prejudices.
The Women Helpline will provide a 24-hour emergency response to all women affected by violence, both in public and private sectors. It will be integrated with existing emergency services, such as police (100), fire (101), Women Helpline (1091), hospital/ambulance (102), emergency response services (108), NALSA helpline for free legal services (15100), and Child Helpline (1098). In some states, the proposed Women Helpline will be integrated with the existing Chief Minister Helpline using the foundation of 181 and 108 services.”
